- TeleSurfer loop provisioning is not near as strenuous as the TeleSpeed one is. TeleSurfer loops are taken pretty much 'as-is', whereas TeleSpeed loops get all the shit - bridge taps, repeaters, and other cheat devices used by the ILEC to squeeze every little bit of distance out - stripped off them. this is one reason why we offer no business level TeleSurfer (too variable in line quality), and also why TeleSpeed costs more than TeleSurfer for comparable speeds (more work goes into them).

- in practice, i have seen a large number of TeleSurfer orders with loops in excess of the old 12,000 foot limit fail or perform at less than the 80% we guarantee. for that reason, i offer a caveat to all customers who have a pre-qual distance over 10,000 feet: your loop may not be able to support TeleSurfer, and you won't be able to find out until well into the order process (after the loop has been delivered). this can be especially disappointing for the minority of users whose loops are delivered *after* their Covad date. i don't tell folks this to discourage them from ordering (though i realize it may have a dampening effect on some), but more because i want them to get the straight dope.

- finally, there are the unavoidable situations where loop length ends up being radically longer than pre-qual distance. a very small percentage of loops, perhaps 0.5% if even that, will exceed pre-qual distance by 50% or more. these suck, and all we can do is try to explain the reality (some people are not terribly amenable to reality, especially day-traders) to the customer
