The Troop 275 Troop Committee met in October and approved the following amendment to the Troop 275 Rules and Bylaws:

Motion to amend By-laws of Troop 275

Amend appropriate section concerning reasonable participation / scout spirit.

In an effort to insure every member has a clear understanding of the troop's expectations, where attendance and participation might be a factor affecting the following:

    1. Leadership position
    2. Rank advancement
    3. Scout Spirit

I. Let the By-laws read that:

    A. Reasonable and expected attendance and participation shall be:
        1. 50 % of the available meeting opportunities
        2. 50 % of the available troop outings
        3. The time period shall be based on the normal six month period set by the
            troop governing leadership tenure.

    B. Credit for attendance will be administered in the following manner for both
troop meetings and outings (of any type).

        1. A scout must be present and in complete uniform (i.e. all appropriate insignia
of rank, leadership, patrol designation, as well as socks and belt) to be
            credited with attendance

        2. A scout is encouraged to attend all functions in uniform. If a scout presents
himself at a meeting or outing out of uniform, regardless of the reasons
given, credit for attendance will be denied. If a scout arrives to a meeting or
outing late and is in full uni form, it is the responsibility of the scout to make
his presence known to the scribe and see that the record properly reflects his
            attendance.

        3. Complete uniform is mandatory for all scouts in order to participate in a
            Board of Review.

II. That this amendment be administered rigidly and without prejudice, to include
all scouts involved in any facet of the troop.

III. In those months that include both troop outings and OA events ( or other Council
& District activities, i.e.. training etc.) the scout may choose and receive credit
for attending either or both activities. Leadership responsibility will prevail in the
decision process, and may warrant participation in both activities.

IV. The Troop Scribe shall be held accountable for accurate and timely recording of
attendance and participation for all members of the troop. In the event the Scribe
cannot perform the duties described herein, then he shall appoint another member
of the troop to collect and record said information in his absence. An Asst.
Scoutmaster will be assigned to assist and supervise the activities assigned to the
    Troop Scribe.

V. All adult leaders are expected to comply with the troop uniform policy and are
expected to exhibit good examples in attendance for both meetings and outings.

This amendment is to ensure that all scouts have the opportunity to engage in a well rounded extracurricular program to include athletics, scouting, academics, church and social activities, etc.

This amendment prepared on the 28th day of September, 1997 was ratified at the troop committee meeting held October 5, 1997.
